Webis telling you that something has changed. hard to say what that is. could be something kind of hard to notice. i would delete all history on the original one, and then duplicate it and just move like one vert. and then select the new one and then the original and create the blendshape. see if this simple version works, and then go from there. http://forums.cgsociety.org/t/turn-off-soft-selection/1300749
